Il rassemble sans limite dans le temps ou l\u2019espace, les personnes qui adh\u00e8rent de fa\u00e7on d\u00e9clarative \u00e0 cette charte.<\/p>\n<p style=\"text-align: justify;\">Le r\u00e9seau Princeps s\u2019int\u00e9resse \u00e0 la promotion de la sant\u00e9 des personnes et \u00e0 la sant\u00e9 publique, dans le respect des lois propres \u00e0 chaque pays o\u00f9 il s\u2019\u00e9tendra. N\u00e9 dans le contexte de la mondialisation, il aura pour objectif g\u00e9n\u00e9ral de contribuer par tous les moyens disponibles \u00e0 favoriser l\u2019extension du domaine public partout o\u00f9 il s\u2019av\u00e8re n\u00e9cessaire de limiter l\u2019emprise priv\u00e9e sur la sant\u00e9. Tout en admettant que la comp\u00e9tition peut dans certaines circonstances stimuler l\u2019efficacit\u00e9, les r\u00e9f\u00e9rences du r\u00e9seau demeureront, la rigueur, la collaboration entre partenaires, l\u2019ind\u00e9pendance dans l\u2019interd\u00e9pendance et la solidarit\u00e9.<\/p>\n<p style=\"text-align: justify;\">Les objectifs de r\u00e9flexion, d\u2019information et d\u2019action du r\u00e9seau Princeps seront d\u00e9termin\u00e9s au fur et \u00e0 mesure des besoins identifi\u00e9s par les adh\u00e9rents. Chaque adh\u00e9rent ou groupe d\u2019adh\u00e9rents a la capacit\u00e9 d\u2019initiative et de proposition de coop\u00e9rations renforc\u00e9es et l\u2019autorit\u00e9 n\u00e9cessaire pour recruter dans le r\u00e9seau les participants \u00e0 chaque coop\u00e9ration et\/ou de recruter hors du r\u00e9seau de nouveaux adh\u00e9rents adeptes de cette charte. Sous r\u00e9serve de non r\u00e9futation par le groupe des fondateurs.<\/p>\n<p style=\"text-align: justify;\">Pour faciliter les contacts et les \u00e9changes au sein du r\u00e9seau ou hors de lui, le r\u00e9seau \u00e9tablira des liens n\u00e9cessaires avec les personnes et les organisations qui partagent ses r\u00e9f\u00e9rences et en tout ou en partie ses propres objectifs.<\/p>\n<p style=\"text-align: justify;\">Dans le domaine de la sant\u00e9, le r\u00e9seau Princeps sera un r\u00e9seau parmi d\u2019autres r\u00e9seaux selon la r\u00e8gle <i>unus inter pares<\/i>.<\/p>\n<p style=\"text-align: justify;\">Le r\u00e9seau Princeps \u00e9tablira entre ses membres des listes de discussion et d\u2019\u00e9changes sur Internet. Ces listes seront mod\u00e9r\u00e9es par un mod\u00e9rateur choisi au sein de la liste. Un site sur Internet sera \u00e9tabli aussit\u00f4t que possible.<\/p>\n<p style=\"text-align: justify;\">Le premier objectif de Princeps est de participer \u00e0 la cr\u00e9ation d\u2019une entreprise de l\u2019\u00e9conomie sociale, \u00e0 but non lucratif, destin\u00e9e<\/p>\n<p style=\"text-align: justify;\">\u00c0 commercialiser des m\u00e9dicaments et produits de sant\u00e9 du domaine public au plus juste prix;<\/p>\n<p style=\"text-align: justify;\">\u00c0 favoriser l\u2019usage des m\u00e9dicaments et produits de sant\u00e9 n\u00e9cessaires et essentiels;<\/p>\n<p style=\"text-align: justify;\">\u00c0 favoriser les prescriptions raisonn\u00e9es des m\u00e9dicaments et produits de sant\u00e9 , ainsi que l\u2019usage raisonn\u00e9 des services de sant\u00e9, au regard du seul int\u00e9r\u00eat des personnes et de la collectivit\u00e9, sans qu\u2019interf\u00e8rent des consid\u00e9rations marchandes. En mati\u00e8re d\u2019\u00e9conomie de la sant\u00e9, sans contester l\u2019existence du march\u00e9, Princeps fera sienne la pr\u00e9\u00e9minence de l\u2019\u00e9conomie sociale.<\/p>\n<p style=\"text-align: justify;\">L\u2019adh\u00e9sion n\u2019entra\u00eene aucun versement, ou frais de souscription. Cette association ne sera pas d\u00e9clar\u00e9e, aucun statuts ne seront d\u00e9pos\u00e9s, elle n\u2019aura ni assembl\u00e9e g\u00e9n\u00e9rale, ni bureau, ni compte en banque. Le groupe des fondateurs aura seul et exclusivement le droit de refuser les adh\u00e9sions et de r\u00e9futer des coop\u00e9rations renforc\u00e9es, sans avoir \u00e0 justifier ces refus. Le groupe des fondateurs aura seul et exclusivement le devoir d\u2019arbitrer sans appel les conflits susceptibles d\u2019intervenir au sein du r\u00e9seau. Il n\u2019aura donc aucun autre pouvoir que de prot\u00e9ger l\u2019ind\u00e9pendance du r\u00e9seau contre toute tentative de le saisir ou de le d\u00e9tourner des principes \u00e9nonc\u00e9s ci dessus.<\/p>\n<p style=\"text-align: justify;\">La pr\u00e9sente charte sera amend\u00e9e et adapt\u00e9e par le groupe des fondateurs ou toute instance qui lui succ\u00e9derait, au gr\u00e9 des circonstances et des n\u00e9cessit\u00e9s. Les pr\u00e9cisons feront l\u2019objet de publicit\u00e9 sur le site et si besoin dans les m\u00e9dias.<\/p>\n<p style=\"text-align: justify;\">Le fran\u00e7ais et l\u2019anglais sont les langues de communications du r\u00e9seau jusqu\u2019\u00e0 ce que d\u2019autres langues puissent \u00eatre adjointes.<\/p>\n<h1 style=\"text-align: justify;\"><\/h1>\n<h1 style=\"text-align: justify;\">Charter of the Princeps Network<\/h1>\n<p style=\"text-align: justify;\">The Princeps Network is devoted to the promotion of health. It puts together, without space or time limits, people and organizations which declare their willingness to adhere to the present charter. The Princeps Network is committed to the promotion of individual and public health within the laws and regulations of the countries in which its members are active. Created in the context of globalization, the Network will facilitate by all possible means an extension of the public domain and limit the adverse effects of private enterprise on health. In admitting that competition can in some circumstances stimulate efficiency, the principles underpinning the Network are rigor, collaboration between partners, independence in interdependence, and solidarity.<\/p>\n<p style=\"text-align: justify;\">The aims of reflection, information and action of the Princeps Network will be defined by needs identified by its members. Every member, whether an individual or an organization, can propose and initiate cooperation and\/or recruitment within the members of Network, and recruit new members to the Network for cooperation, providing they adhere to the charter and are not rejected by the founding group (see below)<b>.<\/b><\/p>\n<p style=\"text-align: justify;\">To facilitate contacts and exchanges within and outside the Network, it will establish links with people and organizations which share its aims and references<b>,<\/b> in part or <i>in toto<\/i> .<\/p>\n<p style=\"text-align: justify;\">In the field of health the Princeps Network will be one network under the principle of <i>unus inter pares<\/i>.<\/p>\n<p style=\"text-align: justify;\">The Princeps Network will set up discussion and exchange lists among its members. These lists will be moderated and the moderator will be chosen from within the list. A server with the following URL will be established (www.princeps-net.org)<\/p>\n<p style=\"text-align: justify;\">The principal objective of the Princeps Network is to help to create of a social economy of health based on non-profit enterprises. This will aim to:<\/p>\n<p style=\"text-align: justify;\">sell drugs and health products in the public domain at an optimal price for the public<b>;<\/b><\/p>\n<p style=\"text-align: justify;\">encourage the use of necessary drugs and health products,<\/p>\n<p style=\"text-align: justify;\">encourage rational prescription of drugs and health products, and rational use of health services, without interference from the market. The Princeps Network does not contest the existence of the market in health, but prioritises the social economy.<\/p>\n<p style=\"text-align: justify;\">No payment or subscription fee is required to join the Princeps Network. This Network will not be declared as an organization, no bye-laws will be written, there will be no general assembly, no council, no executive office, and no bank account. Without appeal or justification, the founders\u2019 group (see below)<b> <\/b>will have exclusive rights to reject proposed new applicants or closer collaborations, and<\/p>\n<p style=\"text-align: justify;\">to settle conflicts within the Network.<\/p>\n<p style=\"text-align: justify;\">The founders\u2019 group will not have any power other than to preserve the independence of the Network against any attempt to subvert the principles formulated above.<\/p>\n<p style=\"text-align: justify;\">The founders\u2019 group is presently composed by Genevi\u00e8ve Azam, Jacques Cossard, Victor-Georges L\u00e9vy, Bernard Monnot, Jean-Claude Salomon and Michel Thomas<\/p>\n<p style=\"text-align: justify;\">This charter will be improved and adapted by the founders\u2019 group, or any competent body which may replace it, according to circumstances and needs.
