« Princeps » avait élaboré une première charte en 2005.

La voici :

Charte du réseau Princeps (2005)

Le réseau Princeps est consacré à la promotion de la santé. Il rassemble sans limite dans le temps ou l’espace, les personnes qui adhèrent de façon déclarative à cette charte.

Le réseau Princeps s’intéresse à la promotion de la santé des personnes et à la santé publique, dans le respect des lois propres à chaque pays où il s’étendra. Né dans le contexte de la mondialisation, il aura pour objectif général de contribuer par tous les moyens disponibles à favoriser l’extension du domaine public partout où il s’avère nécessaire de limiter l’emprise privée sur la santé. Tout en admettant que la compétition peut dans certaines circonstances stimuler l’efficacité, les références du réseau demeureront, la rigueur, la collaboration entre partenaires, l’indépendance dans l’interdépendance et la solidarité.

Les objectifs de réflexion, d’information et d’action du réseau Princeps seront déterminés au fur et à mesure des besoins identifiés par les adhérents. Chaque adhérent ou groupe d’adhérents a la capacité d’initiative et de proposition de coopérations renforcées et l’autorité nécessaire pour recruter dans le réseau les participants à chaque coopération et/ou de recruter hors du réseau de nouveaux adhérents adeptes de cette charte. Sous réserve de non réfutation par le groupe des fondateurs.

Pour faciliter les contacts et les échanges au sein du réseau ou hors de lui, le réseau établira des liens nécessaires avec les personnes et les organisations qui partagent ses références et en tout ou en partie ses propres objectifs.

Dans le domaine de la santé, le réseau Princeps sera un réseau parmi d’autres réseaux selon la règle unus inter pares.

Le réseau Princeps établira entre ses membres des listes de discussion et d’échanges sur Internet. Ces listes seront modérées par un modérateur choisi au sein de la liste. Un site sur Internet sera établi aussitôt que possible.

Le premier objectif de Princeps est de participer à la création d’une entreprise de l’économie sociale, à but non lucratif, destinée

À commercialiser des médicaments et produits de santé du domaine public au plus juste prix;

À favoriser l’usage des médicaments et produits de santé nécessaires et essentiels;

À favoriser les prescriptions raisonnées des médicaments et produits de santé , ainsi que l’usage raisonné des services de santé, au regard du seul intérêt des personnes et de la collectivité, sans qu’interfèrent des considérations marchandes. En matière d’économie de la santé, sans contester l’existence du marché, Princeps fera sienne la prééminence de l’économie sociale.

L’adhésion n’entraîne aucun versement, ou frais de souscription. Cette association ne sera pas déclarée, aucun statuts ne seront déposés, elle n’aura ni assemblée générale, ni bureau, ni compte en banque. Le groupe des fondateurs aura seul et exclusivement le droit de refuser les adhésions et de réfuter des coopérations renforcées, sans avoir à justifier ces refus. Le groupe des fondateurs aura seul et exclusivement le devoir d’arbitrer sans appel les conflits susceptibles d’intervenir au sein du réseau. Il n’aura donc aucun autre pouvoir que de protéger l’indépendance du réseau contre toute tentative de le saisir ou de le détourner des principes énoncés ci dessus.

La présente charte sera amendée et adaptée par le groupe des fondateurs ou toute instance qui lui succéderait, au gré des circonstances et des nécessités. Les précisons feront l’objet de publicité sur le site et si besoin dans les médias.

Le français et l’anglais sont les langues de communications du réseau jusqu’à ce que d’autres langues puissent être adjointes.

Charter of the Princeps Network

The Princeps Network is devoted to the promotion of health. It puts together, without space or time limits, people and organizations which declare their willingness to adhere to the present charter. The Princeps Network is committed to the promotion of individual and public health within the laws and regulations of the countries in which its members are active. Created in the context of globalization, the Network will facilitate by all possible means an extension of the public domain and limit the adverse effects of private enterprise on health. In admitting that competition can in some circumstances stimulate efficiency, the principles underpinning the Network are rigor, collaboration between partners, independence in interdependence, and solidarity.

The aims of reflection, information and action of the Princeps Network will be defined by needs identified by its members. Every member, whether an individual or an organization, can propose and initiate cooperation and/or recruitment within the members of Network, and recruit new members to the Network for cooperation, providing they adhere to the charter and are not rejected by the founding group (see below).

To facilitate contacts and exchanges within and outside the Network, it will establish links with people and organizations which share its aims and references, in part or in toto .

In the field of health the Princeps Network will be one network under the principle of unus inter pares.

The Princeps Network will set up discussion and exchange lists among its members. These lists will be moderated and the moderator will be chosen from within the list. A server with the following URL will be established (www.princeps-net.org)

The principal objective of the Princeps Network is to help to create of a social economy of health based on non-profit enterprises. This will aim to:

sell drugs and health products in the public domain at an optimal price for the public;

encourage the use of necessary drugs and health products,

encourage rational prescription of drugs and health products, and rational use of health services, without interference from the market. The Princeps Network does not contest the existence of the market in health, but prioritises the social economy.

No payment or subscription fee is required to join the Princeps Network. This Network will not be declared as an organization, no bye-laws will be written, there will be no general assembly, no council, no executive office, and no bank account. Without appeal or justification, the founders’ group (see below) will have exclusive rights to reject proposed new applicants or closer collaborations, and

to settle conflicts within the Network.

The founders’ group will not have any power other than to preserve the independence of the Network against any attempt to subvert the principles formulated above.

The founders’ group is presently composed by Geneviève Azam, Jacques Cossard, Victor-Georges Lévy, Bernard Monnot, Jean-Claude Salomon and Michel Thomas

This charter will be improved and adapted by the founders’ group, or any competent body which may replace it, according to circumstances and needs. Details will be published on the server and in the press, if necessary.

French and English are the communication languages of the network until other languages can be added.
